Pedro José Valverde Rubira, was born in Guayaquil on july 6, 1939. He attended and graduated from COLEGIO NACIONAL VICENTE ROCAFUERTE (highschool), and later obtaining a degree in Social and Political Science and a degree in Law of the Courts and Tribunals of the Republic. In addition he is a professional journalist.

He practiced law intensively and uninterruptedly for thirty-three years, he was also professor at COLEGIO NACIONAL VICENTE ROCAFUERTE, University of Guayaquil (University) and at the UNIVERSIDAD LAICA of GUAYAQUIL VICENTE ROCAFUERTE (University) for more than twenty-five years, in which in addition he was Vice-President and Dean of the Journalism Faculty.

In the public sector, he has been General Counsel of the Attorney General's Office, of the Presidency of the Supreme Electoral Tribunal, Minister Permanent Associate Judge of the Superior Court of Justice of Guayaquil, Board member of the Committee for the Study of the Guayas Basin C.E.D.E.G.É, and Chairman of the Committee on Constitutional Affairs of the National Congress, in representation of the council for the province of Guayas in a three year period (2003-2006), period ending with the edition of the book Constitutional Reform Proposals, which contains the memories of the Constitutional Reform Forum organized by the Permanent Special Commission of Constitutional Affairs, which he directed.

In the two year period 2007-2009, he was member of the Supreme Electoral Tribunal.

In the field of journalism, he coauthored the current Professional Journalism Practice Law, as Trustee of the National Confederation of Journalists of Ecuador; Alternate voice of the Commission appointed by the law to qualify the Journalists of Ecuador; Vice President of the FENAPE National Federation Journalists; President of the honorary court of the Journalist Association of Guayas and then its President; founding Dean of the School of Journalism at the UNIVERSIDAD LAICA of GUAYAQUIL VICENTE ROCAFUERTE; Deputy Director of the afternoon (closed) "La Razón" of Guayaquil, and for many years a columnist of the editorial page of "El Universo" Newspaper. In the international field he was Vice President of the First International Meeting of Andean Journalists representing Ecuador.
